Draft Budget Changes Raise Strong KRG Objections; Iraq’s Top Court Says Extending The Kurdistan Parliament’s Term Was Unconstitutional – On May 25, the parliamentary finance committee made several last minute amendments to the 2023-2025 federal budget bill. The changes, which require the KRG to compensate public servants for withholdings made during the region’s economic crisis that began in 2015, raised strong objections from the KRG. Regional PM Masrour Barzani accused the finance committee of trying to derail existing agreements with PM Sudani Sudani, which he said were “the foundation” of cooperation between Baghdad and Erbil. Barzani argued that the withholdings should be repaid by the federal government since they were the result of Baghdad’s decision to cut the KRG budget. The finance committee’s changes seem to have the support of the PUK. On May 30, Iraq’s Federal Supreme Court ruled that a vote by the Kurdistan region’s parliament in October of last year to extend its term by one year was illegal, rendering the regional legislature’s fifth cycle “over” and any decisions it made after the extension “constitutionally invalid.” The case challenging the extension was filed at the time by the New Generation opposition party. In response to the Court’s decision, the ruling KDP issued a statement calling on all Kurdish parties to “cooperate to hold transparent and fair elections.” In other developments, on May 30, the UN Security Council unanimously adopted resolution 2682, extending UNAMI’s mandate for one year. On May 30, Iraq’s Planning Ministry said that conducting a population census will not be possible this year, citing delays in approving the federal budget as the main reason. more…

Gijs van Lennep (left) wins the 24 Hours of Le Mans with Jacky Ickx in a Porsche 936 in 1976, his last race
Next week, on 10 and 11 June, will be the 91st edition of the 24 Hours of Le Mans, celebrating the centenary of the French endurance classic. In the run-up to the race, we take a look at aspects of its rich history. Today: Dutch successes.

Even before the war, the Dutch were Le Mans debutants: Eddy Hertzberger drove there twice, in 1935 and 1937, but it was not until 1971 that a Dutchman stood on the top step of the podium for the first time. That year Gijs van Lennep hired Dr. Helmut Marko in the Porsche 917 of the Martini Racing Team, led by Hans-Dieter Dechante.

Van Lennep’s victory was a resounding motorsport success: the distance record he set together with Marko stood until 2010. With his performance, van Lennep says he silenced even the critics in the Netherlands: “At least they can’t complain about the victory at Le Mans in Holland”, as he is quoted in ‘Auto Review’ magazine. it was done.

The victory was by no means certain: Ferdinand Piëch instructed the winning Porsche’s brake discs to be pierced to save weight and for extra ventilation, but the brake discs began to show hairline cracks during the race. Had the team changed discs, the victory might have…

OCCA To Hold Meet, Greet Event
SPRINGFIELD—The Otsego County Conservation Association will host its “Mohican Meet and Mingle” on Friday, June 9 from 6-9 p.m., adjacent to the historic Ellen Biddle Shipman Garden at Mohican Farm in Springfield. OCCA Executive Director Amy Wyant, board members, and staff will be on hand to talk informally about the organization’s projects and initiatives in areas such as clean energy, environmental education, planning, conservation and more.
“We believe that coming together for a meal, meaningful conversation, and camaraderie will be a fantastic way to keep our amazing supporters informed and involved in all we do. We also want to use this time to invite new supporters and people who are interested in environmental conservation to see what OCCA is all about. We hope you will join us on the 9th,” Wyant said.
“Guests will be able to view the gardens as part of the event and the Mohican grounds and gardens should be lovely at that time in the evening,” said Shelby MacLeish, OCCA project coordinator. “As part of the ticket price of $25.00, guests will enjoy dinner, dessert and drinks. Red Shed Brewery is donating beer and we will have award winning ice tea from B Blossom Catering.”
