Wisconsin tribal members hope to hear from candidates, as Native voter registration effort grows

As a voter registration effort aimed at Native Americans continues in Wisconsin, tribal members are talking about some of the issues they hope candidates will address this fall. And, about some of the ongoing barriers to voting.

A couple hundred Native people from around Wisconsin attended a tailgate party ahead of the Milwaukee Brewers game on Thursday. The nonpartisan group, Wisconsin Native Vote, sponsored the event, saying it wanted to do something fun to promote its ongoing get out the vote effort.

Also on hand was Shannon Holsey, who is president of the Stockbridge-Munsee Band of Mohican Indian and chair of the Great Lakes Inter-Tribal Council. Holsey said the tribes have had an interesting and complex relationship with the U.S. government, and she hopes candidates for federal office this fall will address some key issues.

“There are things —from being able to provide our citizens with affordable health care, access to good education, making sure we have stewarding of Mother Earth and making sure that those systematic barriers that exist with our federal government , we continue with tribal nations, as sovereigns, we continue to envelop those relationships and build those relationships,” Holsey told WUWM.

Lazarus N sophomore takes lifetime mark – Harnesslink

WILKES-BARRE, PA – Endofstory (Lazarus N) brushed to the lead past the quarter – and boom, endofstory. He won the $17,000 harness racing pacing feature at Pocono Downs at Mohegan Pennsylvania Tuesday (Aug. 13) in a lifetime best of 1:49.4.

Delaware tribe: Wolfe Neck contents should remain secure for now

LEWES — While he remains hopeful that the archaeological contents of the Wolfe Neck Site will be made public, Chief Brad KillsCrow of the Delaware Tribe of Indians said he favors secrecy and security right now, while negotiations with government agencies continue.

Since 1978, the site — currently closed to visitors  but adjacent to Cape Henlopen State Park — has been listed on the National Register of Historic Places. Plus, the Delaware Department of Natural Resources and Environmental Control confirms that it contains “Native American and post-contact historic period” archaeological areas. It also includes a Sussex County spray irrigation system.

Sussex County leases the land from DNREC, which has accepted Federal Highway Administration funding toward a trail project there.

This makes the administration the lead federal agency on the project, meaning it is tasked to provide “stewardship and oversight,” according to Nancy Singer, an FHA spokesperson.

The process it is stewarding is a review of the U.S. Antiquities Act, which requires that impacts to archaeological sites be considered in federal projects.

Ms. Singer confirmed that this proposal is still in the initial design phase, one portion of which is completing ongoing studies of the area, It also means that the administration is responsible for conducting negotiations with the tribes, talks that cannot be delegated to state or local agencies, she said.

“While there are currently no tribal lands in Delaware, the Federal Highway Administration consults with two tribes that have ancestral ties to the area: the Delaware Nation and the Delaware Tribe of Indians,” headquartered in Oklahoma, Ms. Singer said.

Both she and Chief KillsCrow added that the agency and his tribe have been in regular contact and that negotiations continue.

Luzerne County Council approves tax break, bridge advancement, opioid earmarks

Luzerne County Council unanimously voted Tuesday to grant a real estate tax break, advance planning for the Nanticoke/West Nanticoke Bridge project and earmark $1 million in opioid litigation settlement funds.

County Councilman Chris Perry had described the tax break as a “unique plan” because developer Hillwood Properties will make four payments in lieu of taxes to the county totaling $945,000.

Hillwood also expects to spend $10 million to make the 360-acre, coal mine-scarred site suitable for constructing four buildings. Located along Route 309 in Hazle Township, the site contains waste ponds, deep open pits and multiple levels of subsurface mines.

Hillwood will receive 100% county real estate tax forgiveness on new construction the first seven years, a 90% discount in the eighth year, 80% in the ninth and 70% in the tenth and final year. The owner will continue paying taxes on the land throughout the break because the forgiveness applies only to new construction.

Bridge

The county must start from scratch in determining a solution for the deteriorated, county-owned Nanticoke/West Nanticoke Bridge over the Susquehanna River because $10 million in federal funding has been allocated to the project through the state, officials said.

The regimented process involving the Pennsylvania Department of Transportation will start with a search for an engineer that must come up with three options.

Three options already were presented for the bridge by Alfred Benesch and Associates, which had been hired by the county before federal funding was involved to determine the “best and most economical option.” Benesch’s work thus far cannot be applied to the final project because the selection process for the engineer must go through the PennDOT procurement system due to the county’s receipt of the $10 million, officials said.

Mohegan Sun suing former Hollywood mogul over $2.8 million gambling debt

Aug. 13—On Oct. 13, 2017, Ron Meyer, the former Hollywood mogul who headed Universal Studios for 18 years, gambled at Mohegan Sun.

“He did not win.”

So says a revised complaint the Mohegan Tribal Gaming Authority filed in late June in New London Superior Court, alleging Meyer owes the casino $2,782,500.

That’s after the casino had extended Meyer $6 million in credit to gamble, $5 million of which he lost that October day nearly seven years ago. He eventually repaid $2,217,500 of the debt in accordance with the terms of a payment plan the parties signed in April 2018.

Meyer, 79, a resident of Santa Monica, Calif., hasn’t made a payment since Sept. 1, 2023, according to the lawsuit.

Now Meyer, in a motion to strike the gaming authority’s breach-of-contract complaint, contends the Mohegan Tribe’s gaming compact with the state does not permit the extension of credit for gambling, rendering the payment plan void.

“Connecticut has ‘an ancient and deep-rooted’ ban on lending money to gamblers” Meyer’s attorney, Brian Spears, writes in a memorandum filed in court Friday. “The prohibition of gambling on credit has been a part of anti-gambling statutes in this state for about two hundred years.”

Spears claims gambling on credit is only permitted at Connecticut’s tribal casinos if the controlling tribal-state compact expressly authorizes it, which the suit says the Mohegan-state compact does not.

Interestingly, he notes the Mashantucket Pequot Tribe’s compact with the state expressly allows for the extension of credit for gambling at the Mashantuckets’ Foxwoods Resort Casino.

“Unlike the Mohegan Compact, the Mashantucket Compact contains straightforward, detailed provisions governing the extension of credit,” Spears writes. “Because the Mashantucket Compact expressly addresses gambling on credit, courts have repeatedly held that it supersedes Connecticut’s statutory prohibition against such practices.”

Spears, of Spears Manning and Martini, a Southport law firm, declined to discuss the case Tuesday….

Local Event: LVF to Hold Suicide Prevention Candlelight Vigil

As part of its suicide prevention efforts, Lenape Valley Foundation will hold a candlelight vigil on Tuesday, September 10, which is World Suicide Prevention Day. The vigil will take place in the courtyard outside the Bucks County Courthouse located at 55 E. Court Street, Doylestown, Pa. at 5:30 p.m. The event, which is free and open to the public, will feature speakers and readings by members of the community and the Bucks County Suicide Prevention Taskforce.

The candlelight vigil for suicide prevention will memorialize the victims of suicide, offer support for family members and friends touched by suicide and offer hope for the future. Community members are welcome and encouraged to attend. National Suicide Prevention Week, which is Sept. 10 – 16, is an annual campaign in the United States geared toward informing and engaging the general public about suicide prevention and the warning signs associated with suicide. The campaign aims to reduce the stigma surrounding the topic of suicide and encourages the pursuit of mental health assistance, while also offering support and resources to those who have attempted suicide.

For more than 65 years, Lenape Valley Foundation has partnered with residents of Bucks County encountering mental health, substance use, intellectual or developmental challenges, providing services to assist them in the pursuit of their personal aspirations and an enhanced quality of life.
