Mohegan Bridge to close April 24 for paving

[]BURRILLVILLE – Starting Monday, April 24 and lasting through Friday, April 28, the Rhode Island Department of Transportation will once again close Route 102 in both directions at the Mohegan Bridge in Burrillville.

[]According to RIDOT, the closure is necessary to allow the department to safely waterproof and pave the bridge deck, its approaches, and the intersection with Route 7.

[]During the closure, motorists on Route 102 north and south will again follow Victory Highway to Route 7 to get back onto Route 102. Temporary traffic signals will be in use along the detour route to aid all motorists, but RIDOT notes that travel-time delays are likely, averaging about 10 minutes during the busiest morning commuting hours. A detour map is available at ridot.net/detourmaps.

[]RIDOT reopened the Mohegan Bridge in January to restore two-way traffic ahead of the project completion date this spring. Now that construction season has begun, RIDOT reportedly plans to complete the paving and finalize construction. In addition to replacing the bridge, the $10.6 million project includes new guardrail and drainage improvements.

[]The Mohegan Bridge carries about 15,200 vehicles per day over the Branch River in Burrillville.

[]All construction projects are subject to changes in schedule and scope depending on needs, circumstances, findings, and weather.

Teacher Sues CBSD For Retaliating Against Him For Trans Advocacy

DOYLESTOWN, PA — In a federal civil rights lawsuit filed against the Central Bucks School District, a middle school teacher is claiming that district administrators began retaliating against him last year for advocating for a transgender student who was being harassed and bullied.

In March 2022, the teacher, Andrew Burgess, filed a complaint at the behest of a transgender student and his family with the U.S. Department of Education Office for Civil Rights (OCR) after he said administrators failed to address repeated harassment by classmates.

In his suit, Burgess said the district responded by suspending him in May and informing him that his employment status was under review. He was then reassigned from Lenape Middle School, where he had taught since 2006, to Unami Middle School just days before the start of the 2022-23 school year.

Burgess said new assignment included switching him from teaching eighth grade to seventh, new course material, and an increase in the number of students in his classes.

Burgess said in the suit that he also opposed apparent efforts to censor teachers’ classroom library materials that dealt with LGBTQ+ themes. He expressed his concerns to district leaders multiple times, and, when his building principal sought to meet individually with teachers who maintained a classroom library in March 2022, Burgess, who is a union leader, suggested that the principal instead held a group meeting with teachers on the issue.

“When a struggling student came to me, I did what we should want any teacher to do. I advocated for that student, as I had for numerous students in the past,” Burgess said. “That’s why teachers get into this work, to support, guide, and nurture our students.

ROANOKE ISLAND — At first take, it was as dull as watching someone mow a lawn. But the man pushing an odd, three-wheeled cart back and forth over an open, grassy area at the Elizabethan Gardens on Wednesday could help archaeologists find one of the most significant locations in Colonial American history: the place where Native Americans had their first contact with the English.

“He’s looking for anomalies below 9 feet,” explained Eric Klingelhofer, a veteran archaeologist and founding member of the nonprofit First Colony Foundation, who was observing nearby.

Robert Chartrand, owner of Chartrand Geoarchaeological Solutions of Williamsburg, Virginia, was using GPS technology to survey about a fifth of an acre within the gardens that archaeologists believe could potentially contain artifacts from the Algonquian village of Roanoac, whose members interacted with English explorers in 1584.

Klingelhofer, one of the foundation’s vice presidents for research, said that reexamination of a previous 1953 exploration done by National Park Service archaeologist Jean C. Harrington indicated that there may be more to find.

Group would study ‘dual taxation’ on Mashantucket, Mohegan reservations

Apr. 17—A new bill drafted by the legislature’s Finance, Revenue and Bonding Committee would establish a special panel to look into the taxation of certain personal property on the reservation lands the federal government holds in trust for the casino-owning Mashantucket Pequot and Mohegan tribes.

Spurred by ongoing debate over the taxes Ledyard and Montville levy on non-Indian property owned by lessees and vendors, the measure calls for a “working group” to report its findings by Jan. 1, 2024.

Representatives of the tribes, Montville’s mayor and others have expressed support for the new bill, which was vetted Friday during a public hearing in Hartford.

Earlier in the current legislative session, tribal leaders and municipal officials took opposing views in testifying on a bill exempting certain personal property from taxation. On Friday, Rodney Butler, the Mashantucket chairman, again decried what he called “the racist and unjust tax policy” that allows Ledyard to tax personal property on the Mashantucket reservation, which includes the tribe’s Foxwoods Resort Casino.

Ledyard and Montville both tax such personal property as furniture, fixtures and equipment at non-Indian restaurants and retail shops operated by Foxwoods and Mohegan Sun, respectively, Butler said. Ledyard assesses about $600,000 in such taxes annually, while Montville collects about $700,000.

“This despite the fact that no municipal services are utilized within Mashantucket to support the non-Indian property owners,” Butler said.

Mashantucket tribal government provides all its own services, including police, firefighters, health inspectors and water and sewer, he said. In many cases, the tribe absorbs the local taxes vendors pay, and typically refrains from levying its own taxes in addition to those assessed by Ledyard, thereby avoiding dual taxation.

Butler said existing tax policy has a chilling effect on tribal economic development.

Standoff ends in Nanticoke with suspects in custody

NANTICOKE — A man wanted on drug possession and traffic offenses and another wanted by the Luzerne County Sheriff’s Department were apprehended following a standoff with local police and U.S. Marshals Service earlier Tuesday.

Brandon Brian Mayewski, 24, of West South Street, Nanticoke, and Joseph Bobbin, 32, were taken into custody at about 12 p.m. when they attempted to escape a residence on East Green Street.

Mayewski and Bobbin initially refused to exit the residence but were caught when they ran out a rear door.

Court records say Mayewski was wanted on an arrest warrant stemming from a traffic stop on Sans Souci Parkway, Hanover Township, on Jan. 6.

When a township officer was behind Mayewski’s Hyundai at a red traffic signal, Mayewski reversed his vehicle nearly colliding with the police cruiser, court records say.

Mayewski then shifted into drive and pulled off the right shoulder of Sans Souci, jumping out claiming their was something wrong with the vehicle, according to court records.

The officer noticed expired inspection and emission stickers on the vehicle’s windshield and a syringe in plain view in the middle cup holder, court records say.

Mayewski was detained after he told an officer he was not diabetic.

During a search of his body, police found four glassine packets in his jeans pocket, court records say.

Mayewski allegedly admitted there were drugs inside the vehicle.

Police in court records say a search of the vehicle resulted in a bag filled with heroin/fentanyl and four syringes.

Mayewski was arraigned by District Judge Joseph Halesey in Hanover Township on two counts of possession of a controlled substance, and one count each of possession of drug paraphernalia, driving with a suspended…
