Apr. 17—A new bill drafted by the legislature’s Finance, Revenue and Bonding Committee would establish a special panel to look into the taxation of certain personal property on the reservation lands the federal government holds in trust for the casino-owning Mashantucket Pequot and Mohegan tribes.

Spurred by ongoing debate over the taxes Ledyard and Montville levy on non-Indian property owned by lessees and vendors, the measure calls for a “working group” to report its findings by Jan. 1, 2024.

Representatives of the tribes, Montville’s mayor and others have expressed support for the new bill, which was vetted Friday during a public hearing in Hartford.

Earlier in the current legislative session, tribal leaders and municipal officials took opposing views in testifying on a bill exempting certain personal property from taxation. On Friday, Rodney Butler, the Mashantucket chairman, again decried what he called “the racist and unjust tax policy” that allows Ledyard to tax personal property on the Mashantucket reservation, which includes the tribe’s Foxwoods Resort Casino.

Ledyard and Montville both tax such personal property as furniture, fixtures and equipment at non-Indian restaurants and retail shops operated by Foxwoods and Mohegan Sun, respectively, Butler said. Ledyard assesses about $600,000 in such taxes annually, while Montville collects about $700,000.

“This despite the fact that no municipal services are utilized within Mashantucket to support the non-Indian property owners,” Butler said.

Mashantucket tribal government provides all its own services, including police, firefighters, health inspectors and water and sewer, he said. In many cases, the tribe absorbs the local taxes vendors pay, and typically refrains from levying its own taxes in addition to those assessed by Ledyard, thereby avoiding dual taxation.

Butler said existing tax policy has a chilling effect on tribal economic development.

It’s not uncommon to spot a celebrity in Connecticut – many big names are from here, or own property here. What is a little more rare is a celebrity-owned restaurant in Connecticut, though a few have popped up over the last few years. If you’ve ever been to Mohegan Sun, it’s likely you’ve seen the casino’s waterfall restaurant, Tuscany. It’s owned by famed celebrity chef Todd English. Not too far away, you’ll find another celebrity restaurant inside of Mohegan Sun: Bobby’s Burger Palace, owned by Bobby Flay, one of the Food Network’s biggest names. This upscale casual burger joint once had nearly 20 locations all over the country, but most have closed over the years and we’re lucky enough to still have one in Connecticut.

Bobby Flay has worked with the Food Network for more than 30 years and is now one of the world’s most renowned celebrity chefs. He even has a star on the Hollywood Walk of Fame! Flay owns several restaurants, one of which is Bobby’s Burger Palace. This is the only remaining location in the northeast.

The atmosphere is slightly upscale while still remaining casual – you certainly won’t be uncomfortable stopping in here to take a break from a day of hitting the slots, but it’s also nice enough that you could eat here as a date. The focus here combines novelty with familiarity: sure, burgers are common, but the toppings here are often creative and based on Flay’s travels throughout the United States. Continue reading

SHELTON — A Mohegan School music teacher is on leave pending a police investigation, according to Shelton Superintendent Ken Saranich.

The teacher, Laura Heckmann, could not be reached for comment Friday, and the president of the teachers union did not immediately return a message seeking comment.

In a message sent to parents Wednesday, Mohegan School Principal John Coppola said that “Miss Heckmann will be out on personal leave until further notice.

“We are working to ensure the well-being and continuous instruction for your child during this time,” Coppola’s message said. “We appreciate your patience and understanding. As this is a personnel matter, we will be unable to comment further regarding this incident.”

Saranich confirmed that Heckmann, who is in her first year of employment with the district, has been placed on leave, but would not comment on why, only saying it is related to an open police investigation.

Police Lt. Robert Kozlowsky also confirmed that there is an open investigation into “a teacher,” but would not identify the individual. Kozlowsky said the investigation related to an issue about conduct with students. Kozlowsky said the Department of Children and Families and the school district were notified.

In a prepared statement, DCF Commissioner Vannessa Dorantes also confirmed the probe but said more information could not yet be disclosed yet.

“We can confirm the Department is conducting a joint investigation with law enforcement regarding allegations of child maltreatment reported at Mohegan School in Shelton,” Dorantes said.

WILKES-BARRE, PA – Favorites won all three $9,000 harness racing divisions of the first preliminary round of the Game Of Claims Pacing Series for $10,000 base-priced horses Monday afternoon (April 3) at Pocono Downs at Mohegan Pennsylvania.

Fastest of the successful trio was Globaldomination N, who enjoyed a drop in class and hung up a wire-to-wire victory in 1:53 for driver Jim Pantaleano. Unfortunately for his connections, he was claimed out of his race.

Also, a divisional winner on the front-end was Apple Valley Art, a Meadowlands invader who won in 1:54 for driver George Napolitano Jr.

The Naismith Memorial Basketball Hall of Fame will enshrine a new class of legends in Springfield, Massachusetts, this summer. The full list of nominees from the North American and women’s committees were unveiled in December. Finalists for enshrinement were announced ahead of NBA All-Star Weekend in Salt Lake City, and the full class was announced as part of the NCAA men’s basketball Final Four weekend in Houston.

The Class of 2023 will be officially enshrined in the Hall of Fame on Saturday, Aug. 12. The new summer date reflects an effort for enshrinement weekend to be more accessible to fans and guests — a change of date from recent celebrations that were held the week after Labor Day.

Enshrinement weekend will begin at Mohegan Sun in Connecticut on Friday, Aug. 11, with the tip-off celebration and awards gala, inclusive of the Class of 2023 jacket and ring presentation and the annual Hall of Fame Awards. The enshrinement ceremony will take place the following day in Springfield’s historic Symphony Hall.

WILKES-BARRE TWP. – Abington Heights made its eighth straight trip to Mohegan Sun Arena March 4 for the District 2 girls basketball championship, making it the only program left to have played in every year of championship games there.

Kallie Booth made sure the Lady Comets came home without a title for just the second time in that record run.

Booth scored all 12 Pittston Area fourth-quarter points and helped the Lady Patriots limit the Lady Comets to nine second-half points in a 36-32 victory.

Abington Heights committed just two turnovers, a record low for the games at the arena, but the Lady Comets struggled to hit shots and Booth cleared nine of her game-high 10 rebounds on the defensive end.

Pittston Area held Abington Heights to 1-for-9 (11.1 percent) 3-point shooting in the second half and 5-for-19 (26.3) for the game. The Lady Patriots limited the Lady Comets to 4-for-20 (20.0) overall in the second half and 13-for-49 (26.5) in the game.

That defensive effort and Booth’s clutch late-game efforts helped Pittston Area avenge a 38-31 loss in the same district title match-up a year ago.

“Kallie was tremendous,” Pittston Area coach Jeff Gregory said. “She didn’t have the greatest night last year.

“I just think she was focused tonight.”

Abington Heights led by five with less than five minutes remaining.

Booth did all the scoring in a 9-0 run that began with her 3-pointer from the left corner with 4:30 left and ended with one of two free throws for a 33-29 lead with 1:53 to go.

Pittston Area, the Wyoming Valley Conference Division 1 champion, had the best overall record in District 2 in the regular season at 21-1.
